Business Day reports that the Independent Communications Authority of South Africa (ICASA), which has been criticised in the past for its perceived ineffective regulation of the sector, will now be monitored as per the guidelines set out in its performance management system.
The system, which was established by the Minister of Communications in consultation with the National Assembly and ICASA, was formally adopted by the parliamentary portfolio committee on communications on 14 February.
ICASA’s chairperson and councilors will be required to sign performance agreements with the Minister and be subject to evaluation by a five-member panel to be established by the Minister in consultation with the National Assembly.
