Holding firm against shortcutting regulation, the Independent Communications Authority of South Africa (Icasa) has refused the immediate granting of both service and network licences to state-owned company Broadband Infraco. This is despite being pressured by parliament to do so.
Both Icasa councillor Fungai Sibanda and Communications Minister Siphiwe Nyanda are questioning why Infraco needs a service licence as well as a network licence. (Infraco aims to provide infrastructure to other providers at wholesale prices and would thus not be involved in the retail market.)
