According to the Independent Communications Authority (ICASA), the signal from public broadcaster SABC is being pirated in several countries in the sub-Saharan region through the use of a cheap, Chinese-made decoder.

This puts the SABC under pressure as it has rights to broadcast Hollywood movies and sports (notably soccer matches) in South Africa only and is not licensed to distribute its signal to other African territories.

Independent Online reports that some of the Chinese decoders have illegal South African soccer world cup branding on them.
